Relic Blue is a faded, dusty blue — more "excavated from a ruin" than "fresh off the parade ground." As the Midtone in Duncan Rhodes' Two Thin Coats system, it's the basecoat shade: flat, even coverage that gives a Shadow and Highlight something honest to work with afterwards.

Basecoating aged cloth, weathered armour and stonework
Cool, faded schemes that want to look properly old
It covers evenly in a couple of thin coats without going chalky, so the muted tone stays true rather than washing out.
